If you heard what I said earlier sir, you would know that I said apartment 3-2 should not be considered until we determine what the wet substance is since it's not water, and therefor might not be connected to the murder. The substance is dark.

But the issue is that the trail continued on into the apartment, it didn't just stop at the front door, it went all the way to the elevator. You yourself said this.

Yes, it went from the front door to the middle of the apartment in the direction of the elevator.
However, none of this links to the murder, or to apartment 3-1. This seems to be a completely separate matter completely.

"So guys! I found some dirt specs at the Pool, next to the splash!
I looked around for more of the specs and began following a drag trail that led all the way outside!
It led me to the middle of the street, where I found some slight environmental damage!
From there, I took a closer look at the trail. It was here that multiple dirt trails combined into one, just before heading into Apartment 3-1!

I'm relying on you all to point out any errors in my reasoning here.
The locations relevant to this crime were 5th street, apartment 3-1 and apartment 3-2. The potential of there being some sort of secret alleyway between the two apartments also exists.
The victims each had a bruise on the back of their neck as if they had been held down for a period of time. This most likely was induced by the drowning. Another thing to note is that one of the victims in particular had a bruise on his torso as if he had taken a particularly hard fall. The one to inflict these bruises appears to be right handed, if Ayame's investigation is accurate. Each of them were police officers, and officers were supposedly authorised to use force to keep people indoors. We can assume that they have fought before, which means that there is the possibility of more bruises, but we can't be certain that they're entirely related. This means The lack of more bruises indicates that they must have been caught off guard.
We know that the bodies were found in apartment 3-1, with there being a trail of water leading from the pool, through the male changing rooms, and out to the lobby. This trail apparently went on all the way to apartment 3-2's lobby, right in front of the elevator. We also know that some dirt was around the pool, indicating that these bodies had been dragged in from the outside. One confusing piece of evidence is the existence of a dark appearing, woody smelling substance upon the door of apartment 3-2, if Yuma is to be believed. If anybody else can explain the presence of this, I would appreciate it.
Potential suspects we've been debating between have been city advisor Keima Katsuragi, and chief of police Yagami Light.
Now that we've got that out of the way, let me explain my theory.
The culprit manages to lure four officers to a certain place, one at a time in order to knock the officers unconscious. Due to the lack of bruising on these officers excluding one, we can assume that the culprit was someone that the officers must have had some trust towards. We know that the city had been under martial law ever since the riots induced by Keima Katsuragi, so here is where I feel that he falls out of the list of suspects. Had any officer laid eyes upon him, he would have been taken into custody immediately, or at least the officers would have called for backup as they attempted to arrest him. This is why I believe Yagami Light could have been the only one to have done the rest of this.
The officers were lured one by one to a certain location, either on 5th street, or the aforementioned mysterious alleyway. Light could have used a number of excuses to bring them there. One that I'll settle with is that he lured them there with something akin to a private talk about a positive thing, such as promotions. As the chief of police, I'm certain his officers would be enticed with the offer of promotion. Or maybe he frightened them with firing them. He could have asked for their badges and batons at first, and they believed him. Regardless, they fell for whatever Light did to lure them in, and he knocked one out, called for the next, and repeated. They did attempt to fight back, but perhaps they didn't have the time to reach for their batons, or Light already took them. He knocked them out one at a time, and drowned them afterwards. This caused him to get a bit wet, so he let some of the water dripping off of him loose in front of apartment 3-2 as to deflect suspicion, as hundreds of people live there.
(THIS THEORY IS LATE AND WAS IN THE WORKS BEFORE MYSTIO AND DAEDALUS MADE BETTER THEORIES BUT MYSTIO SAID, I QUOTE, "just do it you whore", SO HERE YOU GO.)

I believe he was beaten pretty hard that he was barely able to escape with his life if it wasn't for the flash bomb and he lives in 2-1 which is in sector 2
