Enkephalin trafficking and sale is always a problem in the city. The drug's intense effect lure many into illegal sale and consumption and more than a few minor incidents in the city are born from addicts. Jack Frost, however, is not one of them. Dealing in a specially processed form of Enkephalin, hereby referred to as 'Frost,' Jack has indirectly caused incidents throughout the city. Frost is just as intense, if not more so, without the worst of the normal side effects of Enkephalin. As a result it is worth far more and seen sale and usage within nests. Even without side effects, the addiction topples companies and sanity with equal measure. The impact of Frost has been observed in the majority of Nests, thus has Jack Frost been exalted to Star of the City status.
Jack's modus operandi is to sell in bulk to the Five Fingers and have them peddle the substance from there. Reports from the Seven Association indicate Jack as an adult of standard size wearing a snowflake patterned suit and a large helmet shaped like the head of a snowman, concealing their face.
Prior attempts to confront and fell Jack during deals with the Fingers have resulted in the complete annihilation of Fixer offices involved. As such, treat Jack as a high level combat threat and engage with care.

Jack's identity is a mystery and they only show up once a blue moon to sell a batch then vanish again. Only seen Frost for sale at an auction once before and I could fully augment and equip one of you with wing level gear for what that crate sold for. Course, the bounty Hanna has on the Star is equally large, rumor being L Corp's footing the bill. Only way we are going to interact with Jack themselves is with luck, so if you hear anything come to me first. Worst case we sell the info. Best case we gamble our lives on a pay day like no other.
