At the top of the steps is the first floor, about 60 m above the ground. The entire floor is ringed in glass, allowing a clear view of the bottom. There are several empty restaurants here and waiting rooms scattered throughout. No tourists are here, and the lights have been turned off making this area strangely disconcerting. No more steps lead up, but there is an elevator.
