As you exit the elevator onto the third floor you find what appears to be a five star restaurant. Tables and booths are scattered around the elevator and roughly covering half of the general floor before the floor is cut in half by a wall. The wall itself seems to be mostly constructed of shelves stuffed to the brim with fancy liquors and alcoholic beverages. You can just slightly see through the tinge of various colored liquids to make out what appears to be a kitchen, past the wall. Directly in front of the wall is a bar, forming a half oval along the wall behind it.
The tables filling the room are all pristine and well kept, as if just cleaned. Each is covered with a white tablecloth and has silverware prepared atop napkins for four per table. You do a quick count and find that there are roughly 20 tables and booths in the restaurant with six along the wall opposing the bar and two along each wall running perpendicular. The remaining tables are scattered through the floor of the room.
As you are scanning the walls you realize something unique about this floor compared to the others. It has no windows or exits looking out upon the Starless City of any kind. The perpetual twilight is unable to seep into this room and artificial lights have been setup to compensate. Several ceiling fans hang from the above, just out of reach unless was is particularly tall or using something as a stepping stool. The fans keep the room relatively cool and each has 3 light bulbs attached, filling the room with light.
You approach the bar and find there to be several barstools for use along the edge of its slick wood countertop. Now much closer, you realize that the many bottles of liquor are in a variety of languages, some of which you do not even recognize. It isn't hard to guess that these were pilfered from a variety of worlds, a taste of the outside. A quick peek over the bar reveals the bar itself has a slight overhang and hollow area hidden from view. In this area you see several small refrigerators whose contents you suspect are either ice or non-alcoholic beverages.
To the left and right of the bar you see two doors on swinging hinges which you presume lead into the kitchen. These doors do not have locks nor bolts of any kind, allowing them to swing freely in any direction, coming to a rest in a closed state.
