It is only half-way from the peak of the building. This area was most likely purposed as a rest stop for sailors travelling to and fro with cargo as some couches and a miniature refrigerator are left in the open. All of the seats are facing a projector and a fabric makeshift screen. The projector does not seem to be playing anything at the moment.
