In this tower you find a long ladder leading up to a platform. Above the platform is a rope attached to a large bell. The rope appears to be stuck in between two loose floor planks, forcing the bell in an upright direction. You can see into the inner outpost from here, and a good distance into the forest. There appears to be a manor in the distance to the north.
