In this room you find many complicated looking machines with hundreds of wires leading into the walls. In the center there is a large panel built into the floor split into 4 squares. All squares are glowing red, and the tiles have opened up to a small underground chamber. Two tables are next to the panel. On one of the tables has a small glowing red ball on it, the other has a small glowing green ball on it. A note has been left on one of the tables.

To Entrance Corridor

Lets see... the first step is to get someone on a tile... so lets pick the ur green at random... staying on the green tile... This should shift ul to red and lr to green... then red to the ll to shift those two back... red then moves to the lr and shifts ll to green... red stays while green gets off and steps on the ur tile again... at this point... both step off and one of them can finish it...

This puzzle seems rigged to be impossible unless you have multiple people working on it at the same time.
The colors will just alternate unless you try to interfere with their pattern...
