MG Code M Start Date Delay and General Announcement

As I am sure many of you have realized we have passed the scheduled start day of Code M and have not begun. I have spoken with Sova about this and came to a decision. Since this is the first time we have had someone looking to force dates to be set and prior seasons just used to get pushed off if more time was needed, Sova will not be punished this time. Instead Sova will be allowed a few more days if necessary to finish the map of Code M. I want everyone to take this as a lesson, building the map on the forums takes MUCH longer than you think it will. Sova will attest to this fact considering they have been trying to complete 100+ threads in the span of a couple days.
However.... This kind of situation is not acceptable. The reason hosts are granted subboards in the upcoming seasons section is to prepare their game on the forums. This primarily is intended to let people start working on the map EARLY. To my dismay, many seasons who said they were prepared for boards have only opened applications and rules and nothing else.
Allow me to show the numbers real quick
I will go in the order the seasons have been added to the upcoming seasons section.
1. Mirai Nikki: 3 total threads
2. Season EverAfter: 1 Thread
3. Season Nostalgia: 2 Threads
4. Season California: 87 Threads
5. Trapped in Time: 6 Threads
6. Season 5: Faith:10 Threads
7. Emerald Enlightenment: 75 Threads
In the past 4-5 days the Code M board has gone from 5 threads to 72. There are also 103 subboards for this game which means many are still empty. The only of these games that I understand having few threads is Trapped in Time since apparently there are very few rooms in that game, which is the premise. This is unacceptable overall. When I create these boards I expect you to start creating the game on the forums. I mention as much when I accepted Season Applications as I always state something along the lines of "Please request a board for the season when you are prepared to develop it on the forums." Having people apply doesn't count as development since its no work on the part of the mastermind.
So, what does all this mean? There will now be a punishment for this situation. When your season is accepted and I have discussed with you a start date and we announce that start date, you are bound to that. Unless IRL events cause a situation where you are physically unable to host (and I will need you to inform me of this. Don't lie, I will be monitoring posting counts and threads. I will know if you are trying to buy time and develop) you must host at that date. Should you fail to begin your game when that date is reached and it is due to being unprepared then I will punish you.
The Punishment is as follows:
1. You lose your position as the next game and another will take your place.
2. You lose all priority for your game to be hosted. So any one who wants to host before you and is prepared can.
3. For your next game I will reduce your mastermind rank privileges by one. So Rank 3 and 4 will have to operate as a Rank 2. Rank 2 as Rank 1. If you are rank 1 then instead of losing privileges....
4. I will induce development deadlines for your game. Basically I will set dates for the map to be completed and other things. You will share all the information with me and I will abstain from the game. Should you fail to meet any deadline your season will be removed from the upcoming seasons and I will forbid you from hosting for a set amount of time.
If you REPEATEDLY fail to be prepared as a host I will permanently revoke your mastermind privileges and you will be forbidden from hosting. I do not have a number set for this since I never expect this to happen again. I will do this if I must though so please make sure to put the appropriate amount of work into your seasons.
