I have no answer for that question, but given how long it took us to find the body, the culprit could have easily made a quick escape without us knowing.

*Sakurai faces towards the side as if addressing an invisible person. He grins widely and makes waves with wide motions as if presenting, although there are no items that he actually brought along*
"Good evening to the people of- err, sorry, I don't seem to know the name of this town. Great, isn't it? As one of the participants of this trial, I'm at the liberty of presenting my investigation results as not everyone has gotten a grasp of recent events yet. Besides what has already been mentioned, there are certain pieces of evidence not introduced to the ramblings, so let's begin!"
*Swiveling to face the opposite direction, Sakurai indicates three imaginary doors before pivoting back to his fake audience*
"Behind door number one is... a bloody coat! This coat was found in the guard house and had been originally placed there. This coat most likely attributed to the rather 'clean' trails leading to the body. After all, it's not like the culprit used his or her own body as a mop. Of course, not, that would just be insane!
Behind the second door is... a lack of blood at the crime scene! This isn't really new, but I would like to direct our attention to the dent beneath the victim's head, which was smashed in like a pancake. Poor Tomoe couldn't have been a waffle instead. What was strange was that despite the skull being fractured, there was no blood found from the head wound. What does this mean? Well, I'm not too sure myself!
Finally, unveiling the third door, we are able to see... weight! To be more precise, I mean the weight of certain objects, such as the coat used to wipe the blood and Tomoe's body. Let's start with the victim. Considering the victim is already unconscious or dead, the victim's body would then take all of an average person's strength to carry. In taht case, the culprit would be unable to hold anything else while dragging the body. Now, if the body was brought to the second floor of the town hall, then why wasn't the blood from the guard house cleaned up? Since the culprit would be unable to carry the coat by hand along with the victim, then the culprit would have had to run back and forth to retrieve the coat later on. Before that idea lodges iteself in, here's an interesting fact. If one were to dawn the coat before using it as a dish rag, then... it wouldn't hinder a person or weigh on him or her. Basically, if the culprit wore the coat, then he or she would have still been able to carry Tomoe, assuming that the culprit had average strength at the very least.

I see, I see, everything is clear to me now. Thank you, Ikeda, for filling in the blanks for me. Now then, allow me to enlighten all of you humans on how this murder was committed.
The culprit began by getting Mami to the guard house, whether by convincing her or dragging her, it doesn't matter the method. The culprit then put on a coat to protect themselves from the blood splatter, and smashed Mami in the head with the Lug Wrench, causing the current scene at the guard house. The culprit proceeded to drag Mami's body towards the town hall, presumably to throw her off the roof in order to disguise the cause of death. However, they were foiled by Ikeda who was standing on the second floor.
The culprit, not wanting Ikeda's presence to interfere with their plans, quickly planted several red herrings by smashing Mami's head into the floor to disguise the shape of the blunt wound, and stabbing her in the chest with a knife. Then, the culprit used the coat they were wearing to clean up the blood, explaining why so little blood was found near Mami. The clean trail leading down the floors can also be explained like this, they were the result of the culprit cleaning up the blood trail.
However, as the culprit went on, their coat became increasingly soaked with blood, and they couldn't clean the trail completely, leaving a half-cleaned blood trail near the guard house where they had gone last to clean up the blood. Feeling pressured, the culprit discarded their coat and left the scene in order to find another item to clean up the remaining blood. However, they were interrupted by the body announcement and forced into trial.
Now, in order to name the culprit, I must draw attention to one particular piece of evidence it seems nobody has discovered. You see, Mami was clutching a crumpled up piece of paper in her hand. This piece of paper is a contract, more specifically, it is the same contract one of my spare bodies was carrying when they died along with the magical girl Madoka. I have also confirmed that the contract is exactly the same as the one my spare body was holding when they died.
From this, we can discern an important fact. The culprit knew the exact contents of my contract, down to the fine print. Now one must ask, who was the one most likely to study the contents of my contract and replicate it almost perfectly?
That would be Kyouko Sakura. Everyone had the opportunity to see my contract during the investigation of the first murders of my body double and Madoka. However, Kyouko was the only one who so much as mentioned the contract in trial. Kyouko also appeared to have studied and compared the contract to the one held by Madoka, while everyone else seemed confused and didn't even know the contracts existed.
Therefore, I must conclude that, from our current suspects, Kyouko has the highest probability of being the culprit due to her knowledge of the contents of my contract.

"Kyubey, you have one major flaw in your theory! There are no drag marks, meaning that the body couldn't have been dragged! Besides, the culprit had no reason to bring Mami to the guard house. They could have just killed her where she was. You have absolutely no proof that Mami was killed at the guard house. If anything, the culprit used the lug wrench to kill her, brought the lug wrench down to the guard house, and dumped the murder weapon there. If that was the case, the the culprit would obviously be you, Kyubey.

Sorry to disappoint you, Kyouko, but your theory is completely comprised of baseless assumptions. The culprit could have just as easily cleaned up the drag marks along with the bloodstains. In fact, why wouldn't they when they were so intent on cleaning up the bloodstains?
Your theory also has a gaping flaw, one I am actually able to prove. I mentioned this in the first trial, but my body is very small. As such, I cannot carry objects that weigh more than 3. The body itself weighs much more than that, and so does the lug wrench. Also, given how many items were used in the murder, I could not have carried all of them and still carried it out. Your accusation holds no ground at all.

The lug wrench is a red herring that the culprit wanted us to think was the murder weapon. When, in fact, bashing her head on the ground was! The only reason someone would mention the lug wrench is if they had killed Mami and wanted us all to believe that it had happened in the guard house. Mami has been in the town hall this entire time. She had not reason to leave. Instead, the killer came to the town hall, stabbed Mami, bashed her head into the ground to make it look like the lug wrench was the murder weapon, and then went about setting everything up. They used the coat in order to leave a blood trail by soaking it in Mami's blood, which is why there is almost no blood at the crime scene. Then, they used the coat to make the blood trail down to the guard house in order to make it seem like she was murdered there. The culprit wouldn't have even had to move the lug wrench, so claiming you are to weak to move it doesn't hold weight in this trial. Then, after having set it up, you went around asking us to come look at the crime scene. You were never worried about the culprit having time to set everything up, because you already had by the time you were looking for us. You just got lucky by me ignoring your contract and used that to from me, when you have absolutely no proof I was the only person to see your contract. You have seen it to. Meaning you are just as likely of a culprit as I am. Thus, you must be the culprit!"
